Some web hosting companies offer professional website builders that you can build very nice websites, such as Yahoo SiteBuilder. Some web design based companies offer reliable and affordable web hosting plan with their web design packages, such as Homestead. You can count on website builders that have enough functions to build professional-looking websites, have no limitation on how many web pages you can build, are absolutely Free with your web hosting plan.

There are some web hosting companies offer free website builder with usage limitation. PowWeb, for example, provides CM4all Web site creator tool that you can only create 9 pages for free. If you want to build more web pages, you can pay extra to get higher plan. I don’t think PowWeb really offers a free website builder. It’s more like a website builder reseller.
